I dont know what the pipes are called , but how is he keeping the drone going. Is some kind of circular breathing ?

Launeddas. Probably the oldest form of "bagpipes". Still popular in Sardinia. Google Luigi Lai for instance.

The double pipes like the launeddas are survivors of double pipes also played in ancient Greece and Rome as the aulos. The launeddas has an added drone. The Roman aulos survived by the addition of a bag and later drones were added. This is the zampogna. The drone was considered a later addition to the launeddas, until a statue was discovered from 1500BC with a player with 3 pipes in his mouth. There are pictures of launeddas with two drones, but that is not used today.

Here's a vid of Cathal McConnell (Boys of the Lough) basically doing something like it on whistles. I would guess that adding a third as a drone wouldn't be too difficult.

The circular breathing technique seems a difficult thing to learn and I think it would be next to impossible with a whistle.

It's not difficult in itself - couple of minutes, a straw, and a glass of water and you're done - but the difficulty comes in making it sufficiently steady and then adding playing an instrument as well. Pat your tummy and rub your head stuff. But given Uilleann pipers already manage a bag, bellows, chanter and regulators independently, it shouldn't be that much of a stretch!

I dont play any mouth blown instruments so I dont know, but can you as a flautist play a continuous note on the flute using circular breathing ?

The large volume of air required to play a flute makes it one of the hardest to use circular breathing, but I have seen flutists do it on several occasions.
