The photo is pretty small, I'm not certain that is Arundo Donax. There is a reed that closely resembles AD, I have run across it many times in Florida and this photo resembles that reed.

Even if it is Arundo donax, the oil won't kill it...it can't be killed. It's like a cartoon super-villian.
It's true that you'll catch more flies with honey than vinegar - but a big, steaming pile works best of all.
