Yeah, dates are stored in an SQL database with the time.
It's up to the phpBB software whether it wants to display
the time or not. The time's always been there, the old
version just chose not to pass along that info. It does
seem unnecessarily superfluous, devoid of purpose.

Oooh... yes it does!

I suppose there is some use for that info in exceptional circumstances, and I guess it must not amount to much in the way of bandwidth.

Every post is of necessity date & timestamped. The programmer probably turned the code that translates that into the textstring at top right of each post into a function, and any time he needs a date, he just issues a call on that function. NOT including the date in some places would be more work, not less.
