C Naturals are -always- off, in my experience, which isn't all that great, but I do have a severe case of WhOA, so I have bunches of low-end whistles... anyway, try finger your C natural as: OXO OOO OXX OOO OXX XOO and the highly-recommended by some teachers 'forked' fingering, OXX XOX and its alter...

I've made three oaks tuneable, with varying degrees of difficulty. The first one I just kept twisting at the head in idle moments until it started shifting... and eventually it moved noticeably, and I wormed it off by main force, and then simply put it back on, and continued tuning it by main force ...

My Oak high-D, definitely, with the mouthpiece twisted off and cork-greased to make it tuneable, it's easily my favorite whistle. I have also, susato vnb, clarke original, clarke sweetone, feadog, acorn, 'guiness' (walton's), soodlum's, a wooden whistle of dubious merits and provenance... okay, I do...
