Have it insured for its full value. Have it declared for its full value. Mail service via postal service is spectacular these days. A letter mailed from here, a suburb of Chicago, is delivered three days later in Ireland - almost exactly the same service as for mailing a first class letter in the US.

Since the material used is immaterial, you might invest the time to find a way to get your requirements in front of a favorite maker and work with them to get the whistle you are looking for. Or they may guide you to whistles that are available for purchase or for trying out, etc.

You may have killed the germs but also may have killed the value of a potentially historic piece (I watch Antiques Roadshow)...that whistle may have had old sod from the Ould Sod in there or even original snuff (that could explain the DNA).
