If you are seriously considering the low whistle, throw in a high whistle too. No reason not to have both. You can stow a high whistle in your purse and practice it whenever you have a spare moment. And you don't have to worry about ruining it because you could always get another. Don't agonize too ...

That's not what I meant. From the photos of his albums it appeared he played Japanese music. I would think that playing Japanese music with a South American flute would be unusual. But maybe since I'm Santa Barbaran I'll start playing the Beach Boys with my Irish flute.

I just bought a Sweetone. Can anybody tell me if it is pronounced Sweet Tone or Sweet One?

It's cute and red. I like the breathiness. It's quieter than my acorn, but the notes are bendy. Maybe it's the paint making the edges of the finger holes not as sharp as I'm used to?

More accurately, if you want to tongue everything, play classical music. You can articulate with cuts, taps and rolls on a recorder or a boehm flute. It's not about the instrument.

There are at least 2 earthquakes each day in Santa Barbara, which is only 200 miles away from San Diego. I never feel any of them. A guy I play with puts a little piece of thick paper at the end of his whistle, affixed with a rubber band. It extends about a quarter of an inch. He says that helps it get in tune on hot days when it seem to play a bit sharp. Might try that first since it's not like invasive surgery or anything.

The Quena is from the South American Andes. You may be able to find them online. If you do, jacaranda is probably the best wood they are made out of.

I kind of doubt that a Japanese flute player would play an Andean flute, though.
