Thread! Unless the flute was designed for cork, the sockets will not support cork. Thread also helps support the tenon, by binding it. Flutes with lined sockets are fine for using cork tenons...

I melt shellac on the inside of the ring, then heat up the ring with a soldering iron and push it on. I guess I am old school.
Gorilla glue gets applied with a toothpick tip amount, any foam is cleaned with alcohol.

My flute has a very loose silver ring that no amount of humidifying or oiling seems to tighten up. It is located at the bottom of the headjoint, which is not a compression socket for a tenon; there is no outward pressure by the tenon or the tuning slide directly on the ring. The tuning slide floats...

By the looks of the worn areas on the flute, he must have played this on extensively before giving it to his friend.
