I personally make them where the blade edge aligns with the floor. There's thousands of ways to make whistles. A Tin Whistle is truly an example of "Infinite diversity through infinite combinations". I like the comment on "ceiling" instead of roof - that's worth changing the draw...

I've not tried this 14.4 rule but I have make lower than usual whistle. My Basswhistle, 146.832Hz Octave below Low-D is 1.63" diameter with 0.14" Wall thickness. It has a 1" wide windway.

I've seen some people playing whistles with a straight 90 Deg down angle and with that you run into the possibility that the fleshy part of your lips could cut off the air.

There are certain tone characteristics derived by the bore, the voicing parameters, tonehole diameter. I think Hans is just simply doing research to focus on one element. And, as most any organ voicer will tell you, a narrower mouth is easier to bring into speech and control than a wide one. I think the widest mouth whistle I owned was a Grinter, and the other end of the spectrum would be Pat O'Riordan. I made a tri opening mouth once for a Low-D - loud like a train...

If someone wants to standardize the terms "Wide Bore" and "Narrow Bore", it should be relative to the length/bore ratio of the whistle.
Example: (These are extremes)
20:1 would be wide bore
30:1 would be narrow bore
