i believe the cheapest and best way for a full set of whistles or more is PE pipes, very durable compared to pvc. insolulating plumbing pipe for your padding, comes in all different sizes and will fitt every whistle, just stick it in the pipe and put the caps on. this keeps my whistles save and hand...
