Chuck, I have a Hoover A from a ski pole. Not sure he still makes one so that the whole ski pole will still assemble. Mack is the only one I recall that comes close.

PhilO, the JudyK was a very limited production whistle that was never sold but given as gifts. I never kept count, but suspect there are less than 2 dozen in existence. Kevin, I have a Hoover narrow bore D and might be willing to sell it. It is a sweet, quiet, wonderful whistle. However, if all you need is "quiet", there are many ways to mute a whistle.

By all means, pick a whistle that pleases you, regardless of price. But "best" will depend on your tastes, and how you intend to play it (better than basic for ... what?). That's the problem ... so many good whistles under $100, but it is really personal preferences that picks the winner....
