If you've seen photos of Seth Gallagher's workshop you can see many of the parts were made in batches. So it's conceivable a maker like Seth who has apprentices making parts to exacting specifications could package a 'do-it-yourself' Uilleann kit. That would get you 85-90% done. I had a rosewood Childress B chanter. Comparing photos when I received it and a year later, the wood darkened nicely. Not only did it look great, it sounded great too!

It's great for pipes.
Ian Mackenzie (in Blackheath) has been making pipes in Lancewood for years.

Bill... this information dates back 7 years ago. New analog DB meter purchased from Radio Shack. Price: $30 (certainly not a laboratory quality instrument) I don't remember weightings. I turned it to the setting that didn't 'peg the meter' I expected the readings were in DB per the scale and setting...

If ye end up with a hole or two too many simply add another screw or maybe glue a sympathetic patch o leather over it. Uilliam sympathetic patch... Hans, The case you refer to was hand made in Australia by one of Ian Mackenzie's suppliers. Ian shipped many half sets with cases like this. It was built to his specification. Although expensive, back then the US dollar exchange was nearly 2 Australian dollars. So, it was less than buying something ...

He is without a computer and landlline, replying to e-mail via cellphone.

pudinka's comment is correct. When I first started researching uilleann pipes, I found 2 different sets for sale on the uilleannpipes.com website. The same photos were being used for some eBay auctions. I don't believe the pipes actually sold on eBay, but the photos were definitely linked to the web...
