Hi Martin It's good to see you here again. I would say that unless you go down the Reyburn or MK route which are out of your price range then you're going to struggle to find a low D with good volume. Sarah, I'm glad you're liking the whistle. I hope someday soon I'll be able to get another loud low F whistle like the Reviol. In the meantime I have a nice and quiet PVC low F made by a friend

FWIW, get a Susato (Kildare model). They're made of ABS (plastic), they're tunable and they have a very pure tone. I love'em!
