I did find out through a retailer that Canmore can make a plain bag as a special order.
The one I have gave perfect service for around 20 years so I shouldn't be too surprised that it finally gave out.

Using a B whistle might be a good idea. My concern is that the range of the instrument might not be great for Scottish tunes. I tried it, and the result is unbelievable; no condensation on the end of the windway like there was before!
