I certainly don't think that 30 or 40 whistles in D is excessive. As for the other keys probably 4-6 will suffice.

Many whistlers practice with ear plugs and it's worth getting some IMO. You have some very nice whistles to start your journey with.

Have you tried the Clarke Sweetone or Meg? They both have a soft and airy tone and with less air requirements than an untweaked Clark Original.

Bb, C, Eb, in that order

I find C the most useful when playing with others. Bb is kind to the ears. The Eb has a wonderfully bright sound.

The good news is that the Generation Bb and Eb whistles are very low cost and usually sound great.

I probably won't try and look for anything in London, because we're only there for a day or so total, on each end of the trip. My low D Susato is easy to play with piper fingering, has a medium breath requirement, has a nice tone, is lightweight and is in two parts which make it great for carrying around. It is a good first low D IMHO.
