The is a difference between scalloping and undercutting for tuning. Undercutting changes the overall pitch a small amount, while scalloping can more extensively flatten the overall chanter pitch. Scalloping a chanter is not necessary. The same tuning can be achieved through undercutting the tone holes. Some might argue that scalloping provides a brighter tone to the chanter. The bigger the drill bit, the slower the speed on the lathe. The only long boring I did with a twist drill was for mainstocks, and that had to be on the slower side of things. A tiny bit of beeswax on the tip of the drill will help keep it cool also. Take your time, keep the bit from getting too hot...
