Making your own whistle?

I'm surprised at how many people make their own whistles. How in the world does one find out the do's and don'ts on this? Are there special tools you need? :D

Thanks, Blackhawk! I'm curious. Is it normal on a plastic whistle for the holes to not be smooth, as in round with no ridges or bumps? I feel like a kid ready to learn to skate for the first time . . . a bit apprehensive, but excited. Everyone's comments and encouragement is a blessing. I can already tell this is going to be great fun learning the whistle! I look forward to future postings:)

Thanks guys! that was a bit more info than I was expecting :)

The variations with keys and such seems mind-boggling right now, so I'll start with one foot in front of the other.
