Foot bellows for Uilleann Pipes???

There is an old picture on the front cover of An Piobaire Vol 4 #15 of a piper who appears to have a full set with the bellows on the ground under his left foot. Benedict Koehler workshop/concert - Brattleboro Vt Sept 29th

Benedict will be giving a workshop on Uilleann Pipes and Irish Flute as part of the Northern Roots Traditional Festival next weekend.

He will also participate in the concert that night (as will his wife Hilari on Harp)

It was stuck in my head for a couple of days after hearing it on TG4 and I could not figure out where I had heard it before.

Seamus Ennis recorded it on "The Pure Drop".
