It goes on a little more than 1/2" (14mm), and the inside diameter is .650" (16.5mm).
Anyway, just an idea.

You could maybe try using the head of a Clarke Sweetone - the D head is a little wider than the Gen Bb tube, and you can adjust the fit with masking tape or something. My Bb whistle has a Sweetone head on it, because the old Gen head cracked apart.

Also, right now there's apparently a 5-6 week backlog of parcels waiting to clear Canadian customs and enter the country. So the flute might not be lost for good.
