I agree with Bigsciota about not trying to play chords at your first session using a Chicago tuned tenor, but if you wanted to play melodies on it I don't see that as an issue. You probably won't sound like those playing in GDAE but there are a few benefits to playing melody on a Chicago tuned tenor...

Do people make chanters in Eb? I know there are a few modern records of Irish music with the tunes tuned up half a step but I'm not sure of a piper playing on a recording tuned up to Eb. Any solo albums you can recommend? I have a few Planxty, Cheiftains and Lúnasa albums along with 2 Cillian Vallely albums (including the duo he did with his brother) but I don't know of much that is just solo piping.

The only difference I'm aware of is that the Irish one has a flat keyboard where the "le bouebe" is an open, stepped keyboard.

I think an eminently sufficient mouthblown analog to the uilleann pipe chanter would be called ... a tinwhistle. Much cheaper, too, I bet! :-) Seriously, the fingering differences between a tinwhistle and a pipe chanter aren't enough to cause major problems, so get yourself a B, Bb or A whistle and...
